FRENCH RESIDENCE PERMIT "PASSPORT-TALENT"
In order to increase its economic attractiveness to foreign investors, qualified specialists and entrepreneurs, the French government in July 2017 introduced a new residence permit in France called the “Passport-talent”. The "Passport-talent" is issued to foreigners with a business project that can contribute to the development of the French economy.
Under the current health crisis, the long-term visa, “passport-talent”, is considered one of the few visas that are instantly issued by the French consulates to financially independent foreigners to live in France for an extended period of time.
The "Passport talent" was previously named "Compétences et talent" and is considered the French adaptation of the EU Blue Card that was created to compete with the US Green Card. The Blue Card is issued exclusively to employees, while the "Passport talent" is also issued to investors and business founders.
Under the “Passport-Talent” program, the residence permit is issued for 4 years with the right to renew it. However, after 5 years of living in France, the resident can apply for the French Citizenship.
One of the main advantages of the Passport Talent is that the applicant can be accompanied by family members. The family members will be issued a long-term residence permit under the “Passeport talent (famille)”. Furthermore, the spouse and adult children have the right, during their stay, to work in France. Moreover, the applicant in this case is not required to apply for a professional permit issued by the French administration (DIRECCTE).
So, who can apply for the Passport talent residence permit?
The Passport-Talent is intended for the following applicants:
First, the Investor
Some of the requirements for the Passport-Talent as an investor are to own at least 10% of the company’s capital were the investment is made, invest at least 300,000 euros in fixed tangible or intangible assets, that is carried out either directly or through a company, and the investor must preserve the jobs created through this investment for a period of 4 years.
Second, the Founder of a company in France
Some of the requirements for this category are that the founder must have a Masters degree or the equivalent of 5 years of professional experience, approval from the French government for the business project, invest at least 30,000 euros in the business, acquire a permit or the required license to conduct the business and demonstrate financial security.
Third, Developers and founders of innovative projects
Some of the requirements as a founder of an innovative project are to provide the business plan of the startup, the preliminary approval of the project by the French government and proof of sufficient financial means for the period of stay in France, at least € 1,539.42 per month.
Fourth, Representative of a company established in France.
Some of the requirements are that the applicant is an authorized representative at the company, has at least three months of work experience as an employee or an authorized representative at the company, an annual income of EUR 55,419.00 or more and is legally authorized to represent the enterprise in France.
Fifth, Skilled worker
Some of the requirements are that the skilled worker holds a diploma from a French university or a Masters degree from a university abroad. Furthermore, the skilled worker has an employment contract with a French employer for more than 3 months and an annual salary of € 36,946.00 or more.
Sixth, Employee of an innovative enterprise
Some of the requirements are that the applicant is a certified specialist (Masters level), possess an employment contract with a French employer for more than 3 months and an annual salary exceeding or equal to EUR 36,946.00. Moreover, the employee’s work must be directly related to the research and development of the enterprise.
Seventh, Highly qualified employee
Some of the requirements are that the employee holds a University diploma of three years or more, or 5 years of professional experience at a comparable level and an employment contract with a French employer for at least 1 year with an annual salary of 53,836.50 euros or more.
Eighth, Employee Transfer at an international company
Some of the requirements for this category are that the applicant must be an employee at the company that is part of an international group of companies, worked for at least three months at the company, and is transferred on a mission to France for more than three months with an annual salary of at least 33,251.40 euros.
Some of the requirements for this category are that the applicant is a certified specialist (Masters level), the work to be performed is directly related to the scientific research, and verification from a public or private scientific institution indicating the purpose and duration of the applicant's stay in France.
Tenth, the Artist, Author or Performer
Some of the requirements for this category are proof of status of the artist or author, and financial capability mainly from the artist’s work in France for 1,048.93 euros or more per month for the duration of stay in France.
Eleventh, A foreigner who has received state or international recognition
Some of the requirements for this category are verification of the applicant’s professionalism, the purpose of coming to France is to carry out scientific, artistic, intellectual, educational or sports activities, and is financially capable during the applicant’s time in France.
